What is a Medicaid Waiver?
A Medicaid Waiver is a state-run program that "waives" standard Medicaid rules. Instead of requiring an individual to move into a nursing home to receive care, the state uses those funds to provide non-medical personal care and support services directly in the individual's own home.

CCSP
Community Care Services Program
Designed to help frail older adults and people with disabilities remain in their homes. It provides personal support services, out-of-home respite care, and emergency response systems for those who meet the nursing facility level of care criteria.
SOURCE
Service Options Using Resources in a Community Environment
A program for frail elderly and disabled Georgians who are eligible for Supplemental Security Income (SSI) Medicaid. SOURCE integrates primary medical care with home care services to improve health outcomes and prevent hospitalizations.
ICWP
Independent Care Waiver Program
Aimed at adult Medicaid members with severe physical disabilities or traumatic brain injuries (TBI). ICWP provides personal support, companion services, and specialized medical equipment to help individuals live independently.
Eligibility & Enrollment Process
Navigating state programs can be complex. Here is how the typical assessment and enrollment process works in Georgia.
Initial Contact & Screening
Contact your local Area Agency on Aging (AAA). They will perform a telephone screening to determine if you meet the basic financial and functional requirements for a Medicaid Waiver.
In-Person Assessment
If you pass the screening, a registered nurse or care coordinator will visit you to conduct a comprehensive assessment. They evaluate your ability to perform Activities of Daily Living (ADLs) to confirm you require a nursing home level of care.
Care Plan Development
Once approved, a state care coordinator works with you to develop a personalized care plan, outlining exactly how many hours of home care and what specific services you are authorized to receive.
Choose Your Provider
You have the right to choose your home care agency. Select Dream Living Support Services, and your care coordinator will send us your authorization. We will then match you with a compassionate caregiver and begin services.
